Responsibilities

This position is located in the U.S. Patent and Trademark Office (USPTO), Office of the Chief Information Officer (OCIO). The Chief Information Officer serves as the principal advisor to the USPTO Under Secretary and Director on the application of information technology (IT) to support and improve USPTO’s business processes by leveraging machine learning and artificial intelligence to support better, faster and cheaper registration of intellectual property, and migrating to a multi-hybrid cloud environment and taking a zero trust architecture approach to enhance security. Within the OCIO, the Workforce Management Division (WMD) is responsible for managing the OCIO workforce programs and initiatives in collaboration with the Office of Human Resources (OHR) and other USPTO offices. The division provides guidance to OCIO management and drives workforce planning, hiring, training, performance management, and overall workforce management and administration. Embedded in the Workforce Management Division, and collaborating across multiple teams and stakeholders across OCIO and USPTO, this position is central to workforce management initiatives and critical to understanding how OCIO’s most valuable resource (people) are best positioned to directly support the continuous advancement of IT modernization efforts within USPTO.

  • Serve as a technical expert and representative in the area of IT data management for workforce.
  • Lead and coordinate efforts to plan, access, utilize, and deliver data solutions to make workforce data available and accessible to drive senior and executive management decision making.
  • Develop, prepare and contribute to the development and updating of internal policies and procedures for workforce management activities.

  • Formulate, plan, implement, deliver, manage and track large scale and complex IT data and systems.

  • Conduct data extraction, transformation and loading techniques to cleanse data, model data, create scripts, develop data queries and query statements, document business criteria and logic.

    You must meet the following United States Office of Personnel Management’s (OPM) qualification requirements for the advertised position.     Specialized Experience: is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-12.

    Specialized experience for this position includes:

    • Operating software systems to analyze and present data such as Oracle, Hyperion, Microsoft SharePoint (establishing or administering SharePoint site/presence), Enterprise Data Warehouse (retrieving and analyzing data), Alteryz Designer, Tableau, Business objects, BI, Power BI, and statistical analysis software.
    • Specializing in IT concepts, principles, and practices such as data management, system architecture, systems integration, data automation, modeling techniques, data warehousing, data mining, data visualization and developing process models.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
